Bert Harding has practiced federal tax law for over 30 years and has a strong relationship with his clients based on his integrity and responsiveness to their needs. He specializes in nonprofit organization tax matters, including those involving colleges and universities and overseas international schools. He also represents clients across the spectrum of federal tax issues in audits and other controversies with the Internal Revenue Service.

Bert Harding is a tax attorney who operates his own law firm in Alexandria, VA, specializing in nonprofit organization tax matters.  In addition, he has represented both nonprofit and for-profit clients in connection with IRS audits and other tax controversies.  He has a particular expertise in tax issues affecting colleges and universities and has represented many educational institutions in connection with IRS audits.

He received his undergraduate degree from Duke University and his law degree from George Washington University.  While attending law school, he worked for three years as a Tax Law Specialist for the IRS Exempt Organizations Division.

After graduation from law school, he clerked for a Judge Bruce M. Forrester on the United States Tax Court.  He then joined the international law firm of Baker & McKenzie and was elected to partner.  He left Baker & McKenzie in 1996 to establish his own law firm.

Mr. Harding currently represents a wide variety of nonprofit organizations, including over 30 public and private colleges and universities in connection with ongoing tax issues. He also represents a number of overseas international schools and associated U.S support foundations.

He is the author of The Tax Law of Colleges and Universities (5th ed.), as well as a Bureau of National Affairs Portfolio, “U.S. Income Taxation of Foreign Students, Teachers, and Researchers.”

He is a frequent speaker at tax conferences, including those sponsored by the National Association of College and University Attorneys (NACUA) and the National Association of College and University Business Officers (NACUBO).
